Login HESLB DiDiS Loan Account 2024/2025| The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education. The main mandates of HESLB include:
1. To assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education
2. To collect due loans from loan beneficiaries and use it as revolving fund to sustain operations of the Board
3. To create synergies through establishing strategic partnerships in student financing ecosystem

What is HESLB DiDiS Account?
HESLB DiDiS Account is Digital disbursement Solution established by Higher Education Student Loans Board (HESLB in order to provide critical information about the allocations of loans.
Students who are beneficiaries of higher education loans provided by the Higher Education Student Loans Board (HESLB) the exercise to register students in the digital payment system (Digital Disbursement Solution – DiDiS) is started on Tuesday, June 20, 2023 for colleges in the city of Dar es Salaam.
Students in colleges outside Dar es Salaam, For students in higher education institutions located outside Dar es Salaam, registration will take place from June 26, 2023. More information will be provided through the credit officers in the colleges and in the social networks of Instagram, Twitter and Facebook of HESLB available in the name of ‘HESLB Tanzania’.
Improved DiDiS
The DiDiS system that will be used to register students has been improved by including the payment of the tuition fee (Tuition Fee) directly at the college after the student acknowledges receiving money through the system.
In addition, during payment, students with smart phones will be able to download the ‘HESLB App’ and serve themselves wherever they are. For students who do not have a smart phone, they will receive services through the Loan Officer present on campus.
Things a student should have in order to sign in into DiDiS Account
In order to be registered, the student should come to the registration area of his/her college with a student ID, a bank account number with his/her name and an available phone number registered in his/her name.
In addition, HESLB would like to remind students and student governments to cooperate with the officials who will conduct the registration exercise as usual.
Number of beneficiaries of DiDiS account
The exercise aims to register students who got a loan for the first time in the academic year 2022/2023 present in all institutions of higher education in the country. Once the registration is completed, all the 202,016 college loan beneficiary students will receive money through DiDiS.

Heslb Fuctions
- Assume control and management of loanable funds
- Formulate mechanisms for determining eligibility of students for loans
- Administer and supervise disbursement and repayment of loans offered since 1994
- Issue loans to eligible and needy Higher Education Students
- Keep an maintain the register and other records of loan beneficiaries and amounts granted to them
- Collect repayments for all loans issued to students since 1994 so as to re-lend the funds to other needy Tanzanian students
- Advise the Minister on policy and legal matters related to issuance and recovery of loans to student
- Establish operational linkages between the Board, higher learning institutions, loan beneficiaries and employers for effective issuance and recovery of loanable funds
- Establish and maintain cooperative network between the Board and other local and international stakeholders in higher education, be it Government or non-government institutions
- Conduct research and maintain a databank on other local and external scholarships, sponsorships and awards that may be accessed by Tanzania students
- Perform any other duties conferred by the Board or under the Act or any other written laws
